Change my icloud mail account to another Apple id?

Ive ended up with two apple id's. My iphone and photos imessages etc is registered to one apple id but my icloud email address is linked to another appled id.

How do i take my icloud email address and add it to the apple id to match my imessages, photos etc?

As at the moment it wont let me toggle on mail on the icloud section on settings

You cannot. Apple IDs cannot be merged and iCloud email address cannot be moved between Apple IDs.

You can keep using both, or choose to use only one Apple ID and it's associated iCloud email address.
