Itunes Update Wont Let me Update Devices

Whenever I plug in my iPad or iPhone, it tells me there is an update available (which there is), but when I click download and update I get a popup that says first you must update iTunes. When I check for updates on iTunes it says your current version is 12.10.11 is current. So I am stuck, cannot update devices because it says iTunes is not up to date, but cannot update iTunes because it says its already up to date.
