Face id or passcode

Hello everyone.

I am from Georgia (saqartvelo).

In my country there is high percentage of criminal an 90% of phones (iphone an others) are stolen and police can’t find it.

they steal phones, shutting them down and than they are sell by it parts.

I want to know is possible or not to require passcode or face ID when phone is shutting down.

It can be helpful when you lost it (nobody can shut it down) and you can gind it with your shared location or iCloud also. Thank you.
