Compass stuck/frozen pointing north when "Use True North" set.

My compass was stuck/frozen pointing north when "Use True North" was set

on both my iPhone 6s, and Apple Watch series 7.

On phone a long time with Apple support, thinking my new watch was defective.

Support concluded that a new official release of the phone software would fix it.

Had tried rebooting, disconnecting/reconnecting to iCloud, reinstalling, etc.

The new release software didn't fix it.

What did fix it was this:

Settings.app > Privacy > Location Services > Compass > Allow Location Access > While Using App > check
