Can I use the 4K tv with a LG monitor (only monitor, no tv, no remote controller)? Does the remote controller works (also for switch on7off the monitor)?

The Apple TV connects to a display via an HDMI port, if your monitor connects via HDMI, it should work to display an image. Your monitor would also need to have speakers or you will need to connect to external speakers. Set up your Apple TV - Apple Support
The way the Apple TV controls the TV is via the IR sensor on the TV. If your monitor doesn't come with a remote, it likely doesn't have an IR sensor so the Apple TV remote would not be able to control it. Here's a resource that explains more:
