I have 147 GB of photos/videos on my phone.
I have 200 GB of iCloud storage.
Why are photos still taking up so much general storage on my iPhone?
There is a recommendation message that says:
iCloud Photos Updating....
Uploading all your photos and videos can take some time...
But my general storage has been quite full of photos for a long time, and I've had iCloud for at least a year.

If these are downloaded to your iPhone, then that is why they are taking up so much space on your iPhone. So, you'd have to delete them, to make space that is swollen up from them. Then, you'd stream these.
You can elect to optimize photos storage on your device (Settings > Photos) which should reduce the size of your library on device.
