i received an email couple days ago regarding my card balance for a monthly storage charge whuch is 2.99$,and then i reedem a gift card asap.and my balnace now is 30.15$ but since Feb 2nd my account did not take monthly charge.i am afraid to downgrade storage due to receiving that mail.so what am i suppose to do right now,do an action or it will automatically deduct from my gift card?

That is a Scam:
That is a Phishing scam, and you fell for it. Seeing "do an action or it will automatically deduct from my gift card?" tells me that is a ransomeware attack. So, report this to Apple.

Unexpected Messages:
Apple would not send you a message about your account out of no where. Someone is seeking your credentials. So, having clicked on it, most certainly consider modifying your credentials, Immediately. Pefroming the following is best at this point.
