I have never used face time but every time I check I’m signed in and the settings are changed. How do I prevent Face Time and Game time from connecting without my knowledge?

Are you signed into iMessage? That is what also signs you into FaceTime, unless you turn off FaceTime in Settings. As far as Game Center, that is an integral part of iPadOS and to my knowledge is signed in when you log into your Apple ID on the device. You can tap on Sign Out on the Game Center page.
I've never logged into Game Center and just now checking found that it has me logged in as well, so I just tapped on Sign Out and it did.
