iCloud paused

Hi! Recently I have ran out of storage and my photos say ‘restore from ICloud paused, not enough storage’. However I have updated from 50GB to 200GB yet this problem is still not resolved and I can’t see all of my photos on my phone. All of my photos are on my Mac Book air however if having the photos on both devices is not possible I would rather have them on my phone. I have an IPhone 8 Plus if this helps. Thank you
