I have an XR 10 and the old I phone I have I left on the cloud. So all my pictures are on both.
On the 8, I started to turn the cloud off and it said it will delete the 12000 pics and videos on the old phone. However as I deleted one for the old phone before saying ok it took the photo off both phones.

If you delete a photo from any device that syncs to iCloud it will be deleted from all devices that sync to iCloud. However, if you turn off iCloud photo sync on a device and tap to delete photos on that device it will only delete photos on that device, not other devices.
