Location services icon on when “status bar icon” is off

Location services icon on when “status bar icon” is off

i have turn off “status bar icon” but the location status still stays on my iPhone Xr. When I turn off location services it stays there for like 3 seconds and then turns off but the toggle does not work.

The Location services icon has several meanings based on how it is displayed:

A hollow arrow indicates that an item may receive your location under certain conditions. This is what is shown in your screen shot. It is idle.
A Solid arrow indicates that an item is using your location..

Status Bar Icon

Show the Location Services icon in the status bar when system services request your location. When you turn this OFF then it only turns OFF the Location icon activity for System Services ONLY.
