Apple watch series 7 voicemail set up

I have cellular on my Apple watch series 7, but when I call the number associated with my Apple Watch series 7 I get a message stating the voicemail has not been set up. How do I do this?

if it was me then I would ask the carrier, the way voice mail works is that it still works if you are out of cellular cover or if the device is turned off, so it's not really on the phone / watch but in the carriers end, that being said it could be they still required an app to setup the functionality
