It would appear the user has given the School District permission to install a Profile which will Enrol this computer into Mobile Digital Management Program ( MDM )

That will basically give the control of this computer over to the MDM service.

In so doing, they control what can be done with this computer including what can be installed and what can not be installed on this computer.

If you purchased this laptop used, then the seller did not properly prepare the laptop for sale. You should immediately return this laptop for a full refund since it could mean the laptop is stolen. When acquiring a used Mac, then you should also make sure a firmware lock has not been enabled since you will never be able to disable a firmware lock.

If you are a student or employee with the Anchorage School District, then your laptop is being managed. If this is a personal laptop, then talk to the school's IT team.
