Is there anyway of reporting JUNK Mail
I receive upwards of 70 Junk mails a day.
Can I report these and get them stopped?

You can also flag these eMails as spam, and see if there is a setting to remove such eMails.
Short answer: no, you cannot stop them, the only way would be to abandon that email address and create a new one. that will work until a spammer steals or buys your new email address. Sending spam is big business - they are hoping you will fall for their scam and they can make money.
There is nowhere to report them and nobody with the ability to stop them. Email service is an unregulated business so there is no central authority or top level control system. Anybody can set up an email server.
Some email services have pretty good filters though. iCloud email has server side rules you can set up by accessing mail at https:www.iCloud.com. Gmail has some pretty good filters you can set up from a browser and your account accessed that way.
Many hosting services will have white lists, black lists, smart rules etc that again you’d set up via your account when accessed in a web browser. With my hosting account I can block all email from entire countries or other whole domains.

Filter Out eMails:
You could create fillers, baking them on specs (i.e. If "the sender's name contains", then "delete this message"). Learn about the CAN-SPAM Act of the USA.
Spammers change their email address frequently - creating a filter is a waste of time. By the time you have set up the filter, they have changed their address.
