Very bizarre voicemail/transcription... malware or paranoid?

It was an empty voice message with noise in the background

The background noise can be anything, such as the radio on, outside noise and other things.

It is possible that no message is left in the voicemail.

At the moment the call goes to voicemail, the caller hangs up.
