bootable USB w no internet connection

I have a mac mini that will not connect to the internet. If I make a bootable USB drive will that work to reinstall OSX or do I have to be connected to the internet?

Reinstalling OS X El Capitan Over Ethernet Greetings, I am currently trying to reinstall OS X El Capitan on a 2015 Macbook pro. When I arrive at the OS Utilities page, after using command + R, I am unable to Reinstall OS X because it says I am not connected to the internet. However, I know for certain the ethernet cable I am using provides a working internet connection. Does OS X Utilities not allow a reinstall on a certain ethernet connection? Or am I missing something? Also, for the sake of saving everyone time know that I am unable to use Wifi to reinstall. Thanks!
