My child has a Apple Watch with Verizon cellular service. She does not have it connect to a phone, just the watch with a phone number. Recently, after an update, we think, the watch stopped receiving calls and they go straight to voicemail. It’s not on do no disturb (or theater mode or anything like that). And she can make outgoing calls without a problem.

In order for your daughter to use the Apple Watch for calls without an iPhone, it must have been set up using a family member's iPhone as mentioned here.

Take a look at step 9 where it mentions Schooltime. This might be why calls are going to voicemail.

If your iPhone cellular provider supports Family Setup, as mentioned in step 7 from the resource and her calls are still going to voicemail, reach out to Apple support directly: Get Support

Thanks, it's not on schooltime when she can't receive calls. After unpairing the watch from the phone, I went through the "Set up Apple Watch for a family member - Apple Support" and she still can't accept calls, they go directly to voicemail.
What else can you recommend?
