Icon wiggle settings in iPhone

so I tried to get my mom, 86 years old, to use an iPhone.. She just could not unwillingly invoke the wiggleling of the icons. I could turn off the app shortcut list that you get by holding onto the icon, so that she did not delete apps by accident. But she never got over the wiggle, and that was such a stress on using the phone, that we had to resort to using a doro.

Being able to turn this off so no changes can be made to the setup, unless there is someone more "tecky" present, would be a huge bonus in user-friendliness for a certain segment of seniors..
