What does it mean by important battery massage

why in my cell phone I can’t finish this option important Battery Message

This message indicates that the battery in your iPhone is unverified as being a genuine Apple part. Did you have this battery replaced recently? Did you have Apple or an Apple Authorized Service Provider do the replacement?

It generally requires that the system be reset by Apple. This can show up even if someone managed to take an OEM battery from another iPhone. It has to be "paired" using Apple's proprietary equipment. And obviously Apple or an AASP won't do it. I'm not quite sure how this is going to work once Apple's DIY repair goes online.

I don't want to get too deep into the weeds about DIY or aftermarket repair, but there have been reports of Apple OEM salvage batteries being transferred, and this message seems to come up. It seems to require a reset using Apple's proprietary equipment. So I'm not sure how it's supposed to work once Apple's DIY repair service becomes available.

Apple wouldn't necessarily have to perform this. Whoever replaced it should have put a genuine battery in there.
