My partner has lost her phone and can’t get onto her iCloud

My partner lost her phone ,they have now got a new one but can’t get onto their iCloud but really do need it

If they only have one Apple device they should have been advised to get a replacement SIM on the same number so that 2FA codes can be received.

On the absence of that they should reach out to Apple Support directly. You should be able to reach them here: contact Apple Support 

Also for the next time, your number should be added to their account as trusted number in https://appleid.apple.com security section
