My IPad won’t charge at all, I’ve tried Force restart
how do I have my iPad start charging even after attempting to use a new charger, and a force restart?

New charger, new cable, check that the outlet has power, look for and clear any fuzz or debris out of the Lightning charging port, then use the Get Support link in the upper right of this webpage and discuss your options and alternatives directly with Apple.
Given that this is apparently an iPad 2nd gen based on the footer here, repairs probably aren’t going to be the best option.
