some files keep saying they're "waiting to download" but ive downloaded the same documents on my computer and saved them without any issues before, this past week i went to save the powerpoint versions of 3 lectures and no matter what i do, they continue to say "waiting to download"
any advice/tips on how to fix this? ive re-logged into my icloud, comprised the documents and reloaded them but nothing is working so far

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes.
Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.
