Safari - A problem repeatedly occurred

Safari has been unusable since 14.1. Just updated to 15.3 and this problem is still occurring. Cannot load a site, it just refreshes over and over and then says "a problem has repeatedly occurred." This does not happen in any other web browser or device. Tried trashing preferences, updating Safari multiple times to no avail.

Mac mini, macOS 11.6
