Can’t update terms for icloud

Just updated Mac OS on my 2021 16” MacBook Pro. It rebooted. Won’t let me log in to Mac. It says it wants me to enable two step verify. I say no. Don’t upgrade. It don’t go any further. But after a bit the Mac shut down. So I turned it on. It loaded Home Screen. Now it says I need to agree to new iCloud terms. I’ll go into the sys prefs for it and agree. It disappears and don’t do anything. It still shows terms and conditions.

You are avoiding to convert secondary authentication account into 2FA , signing out Apple ID and again signing in with same account credentials , the exclamation mark for accepting terms and conditions would have removed temporarily , but in a day or two it will again appear .

So convert the secondary authentication into 2FA see the articles Two-factor authentication for Apple ID - Apple Support

Get a verification code and sign in with two-factor authentication - Apple Support

Read the section " H " in the article Legal - iCloud - Apple

When Mac OS was in installation process , the iCloud terms and condition page was displayed , it prompted to enable 2FA , you skipped it , that's the reason the prompt is shown now in system preferences > location Apple ID > under overview section .
