i watch movie series from a website at home.
it stop/ start intermittently.
Wifi Signal is full strength.
watching the same movie at another location with full Wifi Signal strength doesn’t has this issue.
why?

If we're understanding things correctly, it sounds like when you're connected to one Wi-Fi network it works fine, but has issues on a different network. As such, it sounds like the issue may be isolated to the home network.
Some things to try would be to restart the affected network's router/modem. It can also help to try exploring running speed tests of the network to see if the download speed is very low.
If it persists, we'd recommend checking with the Internet Service Provider of the affected network.

Watching movies which stop and start intermittently. The wifi strength is full. What I watch the same movies at another location with the same full strength WiFi signal, it went uninterrupted for several hours. Why?
