I want the iCloud upload without the device sharing photos

I want my photos and videos to auto upload to my iCloud from my iPhone and iPad. However, I don’t want my iPad photos sharing to my iphone due to storage difference. The photo stream toggle is not available on either device to turn off. What can I do?

iPad Pro, iPadOS 15

I have that on my iPhone but my new iPad Pro has 1TB and that’s not needed. I need them to be at full resolution for editing and uploading at any time.

you used to be able to maintain an auto upload to the iCloud from multiple devices and not have photos and videos share between devices.

I don’t want the same photos and videos on my two devices, but they each still need to upload to the same cloud.

I’m looking to stop the sharing between devices.
