Constant invailid password for apple id

Has anyone ever had to constantly change their Apple ID password?

My Mom’s iphone 11 is having issues with her Apple ID. She will change the password for her Apple ID but then the phone will ask for verification of her Apple ID password. When she enters on the new Apple ID password the phone is telling her the password is invalid. Any idea what could be happening here?

The Apple tech thought it could be an issue with her screen time being enabled. We can not remember the 4 digit screen time password. Would a factory reset be of any help?

If necessary, you will need to restore the device to factory settings. Do not restore from a backup made when the Screen Time code was active.
