I have a Mac Mini 6.1 Mac OS Catalina. Display on 1 user is fine. Display on 2nd user contrast is very bad.
Where are the display controls for a specific user? I have replaced the Dell monitor with a Viewsonic and the results are the same.

Login to that Account > go to Apple > System Preference > Accessibility > Display and make sure the Contrast slider is set to Normal.

I checked that first. Contrast was set to normal for this user. I did fix the problem. I reset the PRAM, rechecked the Contrast under the Accessibility pane and it was up about 1/3. Moved the slider back to normal and all was fine.
