iPad pro has things missing.

I bought an iPad Pro 11" a few months ago and it has some missing components to it. Apparently, in the Settings, there is NO option for Touch ID and Passcode. It is simply not there. Face ID is there but no touch ID. Moreover, in Files, there is no downloads option, so I cannot access some of my downloads. I don't know but the software seems weird. Please help me out.

As stated above, Face ID and Touch ID are mutually exclusive. You will have one or the other, not both.

Downloads is a folder on your iPad, and also on iCloud. Tap the three … in a circle at the top right corner of the left navigation in Files and select Connect To Server, and connect and test a download.

If it has Face ID, it will not have Touch ID.
