Do used macbook pro bought in japan work around the world?
while buying they said something about software not working. Is it really an issue?

I think any languages macOS is working fine on Japanese MacBook Pro, though JIS keyboard would be problem. You'd better purchase ASCII keyboard MacBook Pro even if JIS keyboard is qwerty keyboard.
As long as you supply it proper electricity, battery or AC, it'll work just fine. The key is having the proper adapters and ensuring your local power grid supplies power within Apple's specs.
I will be operating that used one from Nepal.

I think it works around the world, though not sure about the application which is not working, should be working any applications on your MacBook Pro, so I think you don't care much about it.
