Family sharing - payment not completed

Ever since I added my daughter to family sharing she can’t get new apps or make in-app purchases. I have tried everything, logged in and out, checked screen time settings, even bought her an iTunes gift card but she keeps getting the “payment not completed” message! What am I doing wrong?
