macOS reading list not saving offline

It appears as though Reading List articles are not being saved offline on my Mac. I have a 14" M1 MacBook Pro base model, running macOS Monterey 12.2. I have "Save articles for offline reading automatically" set in the Safari preferences under the Advanced tab, and I have iCloud for Safari enabled in System Preferences.


The only web pages that correctly save offline when added to the Reading List are Apple web pages. I tested both Wikipedia articles and some articles on the New York Times, and it looks like they do not save offline, even though I waited for the "Saving for offline viewing..." text to finish in the Reading List side bar.


To troubleshoot, I cleared my reading list, disabled automatic offline saving, closed Safari, re-opened it, and re-enabled offline saving. This still did not help. I also made sure iCloud was synced by opening Safari on my iPhone 13 and seeing that the reading list was cleared there, too.


Is there a solution for this? This was really disappointing on my flight yesterday. I can save web pages as PDFs for offline viewing, but I'd much prefer to use Reading List, especially with synchronization across devices.

I'm having issues with this as well. These were the steps I followed:


Made sure OS is up to date.


Checked with Safari’s preferences to make sure “Save articles for offline reading automatically” was selected. When that didn't work I unchecked this setting and manually right-clicked on articles within Reading List to save for offline but also didn’t work either. Unsyching Safari from iCloud and then reenabling it wasn't successful. Multiple computer restarts were done throughout.


Could it be that certain types of websites/articles aren’t compatible in Reading List? Any suggestions on how to fix this issue would be greatly appreciated.
