Voice memos sync
I can't see my voice recordings of my apple watch on iCloud or iPhone. I'm connected to Wi-Fi, both devices software are up-to-date, both devices restarted and voice memos backup to iCloud enabled

Just to confirm, do you ever leave your watch plugged in overnight? For the voice memos to sync, the watch will need to be connected to the same Wi-Fi as the iPhone and have enough power to complete the sync through the whole process.
Also, let’s go to the Watch App > General > Apple ID. Check the Apple ID that is logged in there and then go to Settings on the iPhone and make sure the same Apple ID shows there as well.
Next, go to Settings > [Your Name] > iCloud and verify that “Voice memos” is toggled on.

From our understanding, voice memos from your watch are not syncing to your other devices as expected. We can certainly understand your concern and can help provide some insight.
Just to confirm, is this happening with all Voice Memos or just certain ones? Also, have you tried restarting both the watch and the phone since this first started happening? If not, let’s try that now, please.

Yes, you got my problem I hope we'll resolve it
1) happening with all voice memos from apple watch model MTF02LL/A having version 8.4.2 (19S553)
2) yes I've restarted both devices, watch and iPhone 13 with version 15 updated, many times. Last restart was after software update of both devices last week
