Perhaps we are misunderstanding what you're trying to do.
Are you referring to Safari > Preferences > Tabs > 'Automatically collapse tab tiles into icons'?
If it's something else, let us know and we will do more research to help out of course.

Before the Monterey update, I was able to turn it off with the Big Sur update.
