Flickering video when recording

When recording video on the iPhone 13 pro in a room with the light on, there is a flickering effect on the video (as if there was a strobe light being used).

I've tried all the FPS settings, with and without HDR Video and still have the same issue.

Has anyone found a solution to this? It essentially makes the video unusable when not recording outside.

Based in Australia.
