How to rest a MacBook Pro 2019?

So, I am completely new to MacBook Pro. I purchased a 2019 MacBook Pro from a guy how told me that he had purchased the computer from someone and didn’t know the password. So I have watched numerous videos on how to reset it. None work! When I power up it immediately goes to look for a Wi-Fi screen so I place in that information and it first came up with the following message:

so I shut it down and started looking for more information. That landed me here. I let it rest until this morning and have tried it again. This morning same thing. Except when it finished loading it completely shut down like the battery was dead. I know that it is completely charged. Can any help?
