Apple Watch 5 locked, can't reset

my Apple Watch is showing too many attempts and asking to factory reset.

I saw on some YouTube videos asking to do following:

Press down on digital key until power off button appears and then press in the crown

But when I do that it just goes back to the watch home Lock Screen

I also tried pressing down on the digital key and the power off button appears. then pressed down on power off button and then erase all content and settings. It looks like something happened but still can't unlock or reset the phone

The watch is currently unpaired and made sure the watch is not tagged to any iCloud account

What can I do?
