Re-activate payment method that previously declined

Is there any way to re-activate the visa card that previously declined?

on my case, apple seems like blocked my payment card details (visa) and i have to use other cards for apple. Indeed i can create a virtual card just for the apple and i can transfer money to it. But i want to use my original visa card which is declined.

Can apple remove it to allow me to register my payment method again? (Using same card details)
