They moved System Services. To activate "Time to Leave" in Calendar alerts: >Settings >Privacy>Location Services>System Services. So, in Privacy, turn on location services then tap on Location Services, scroll to the very bottom of that page to System Services and turn on Location-Based Alerts. There are other useful System Services choices as well. Have a good day.
By the way, if you search for System Services in IOS15.X.X, it does not show up. You must follow the above steps.
