Recovering iPhone notes from an iCloud backup?

I recently upgraded from an iPhone X to 13 Pro, which involved making a backup on iCloud and transferring the data. I've since wiped and returned the X, but I still have the backup saved.


Shortly after setting up my new iPhone, I unwittingly deleted one of the email addresses I had saved on it, which also deleted all its corresponding notes. It's a third party email from a now-defunct account, so I can't simply log back into it the normal way. I've essentially got three questions:


Is it possible to extract the data of the notes from the old backup?

If I were to restore the old backup to my 13 Pro, would my email & notes be restored?

I also have an old iPad that I haven't used in like a year. If I dug it up, charged it, and logged back in, would I still be able to access the email and notes (up to when they were last synced with my phone) on that?
