iPhone scrolling issues after update 15.3.1

i have iPhone 13 pro, I just updated to OS 15.3.1

when I plug in the phone charger, I have issues scrolling up and down on the browser or any contents, closing apps or just switch through programs.

when I unplug the charge, it works fine.
