"the os environment does not allow changing security configuration options"

Normally this error would occur when trying to enable/disable SIP while in normal mode, however I'm in recovery mode & this still occurs. I cannot re-enable SIP on this M1 Air which means I cannot run iOS apps. How to resolve this?

Not sure if it is related, but all other security changes on an M1 Mac must be done in One True Recovery (1TR). You must enter Recovery from a shut down state. You cannot enter 1TR from a restart.
