Hi PJMarat,
Welcome to the Apple Community.
We are all Apple users, like yourself in this Community,
so we can't anticipate how much help Apple in Spain would be able to give over the phone.
Apple has a page of phone numbers in the different countries for support.
See a list of Apple phone numbers around the world
Says:
Spain

May I also suggest a few alternatives ?
Apple does generally have expert help available in its Apple Stores.
So am wondering if you might want to set up a appointment for your father,
if he would be able to visit an Apple Store, taking the iPad with him.
If interested, see the webpage that opens from the link for more info:

Seems specialised "accessibility" help is also available:

If nothing above works out & help is still needed:
In some countries (like mine, Australia) there is Technical help available for Seniors,
at special organizations devoted to computer help for Seniors.
Example: Noticed this organisation has Spanish listed as one of the languages you can select ...
not sure if it is available in Spain though. ...( Lists a toll-free US number for Tech help.)

Some Libraries also offer this help, and service, often on special days when expert advice is made available.
A Seniors Help Line in Spain may be able to point to such an opportunity.

Hope there is something useful here, that works for you, to find a good solution. for your father.
All the best :-)
