Latest system update will not download

The macOS Catalina Security Update 2022-002 10.15.7 with the Safari 15.3 Update will not download into my computer. It is currently up to date with all previous updates. I have over 788 giges of free memory.

iMac 21.5″, macOS 10.15

Start with this...

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes.

Software Updates says "checking for updates..." but just keeps spinning around and around. Nothing else has hapeened for 15 minutes. trying to upgrade safari to 15.0 from 14.1.1. running Catalina 10.15.7. Can't get software update under apple menu to show anything. The gear just keeps spinning around and around.
