#images ‘could not load’ no where listed under settings>cellular

So randomly I can’t send gifs in messages

says ‘could not load’ no matter what I do.

I have iPhone 11

Wasnt working before update to 15.3.1 and doesn’t work after update

i tried deleting it/ re adding it

restart message app

Checked language / region (in US)

tried on and off wifi

turned off phone then back on

Tried turning iMessage off then on

anyone else this is happening?
