Have they fixed the screen time bug yet?
My phone shows it’s being used 24 hours a day by a random application or website. This happens often. I believe you can fix through restart but it happens again within a day or two anyway.
Is there a fix?

No, I’m not currently using multiple devices. I’ve gone through the boards and see issues with this back a few years. None of the threads seem to end with a solution.
I find that if I click a link through another app, that link will continue to show up in screen time as being constantly accessed, even when the screen is off. Posting an example photo. I’m not quite sure what terminates the screen time for the item, but one method is, if I restart my phone, it goes away
