It is 100% controllable by MDM (what your school uses to manage the devices). That said, screen time can cause issues in schools and businesses because if the limit is hit, it can affect usability in class or at work. Thus most schools and businesses block it. There are solutions that some of the different management vendors offer that allow parents to have some of that control (Jamf and Mosyle both have options for this), but not every vendor offers, and not every IT department allows it if it is available.

You'll need to talk to the school about this. Schools can block this at their discretion.
Thanks for the reply. I did ask, I am a teacher at the school and a parent and was told that it was due to the iPads being institutionally managed and they did not have control over it.
