Cannot reset password for apple id

Hello I am contacting on behalf of my uncle who cannot access his Apple ID. He cannot remember his password so he tried to rest it but he cannot access the email he used. When it comes to the security question it is saying the birthday we input is incorrect but we are sure that it is correct. Is there another way to reset it?
