The AirPods will only connect when the case is plugged in to a charge cord. Once they connect, they work normal. The case battery is holding a charge. Does anyone have any ideas on how to correct this?

I have a 12 pro that has this issue
iPhone 13, iPhone 11 and an iPhone SE. all three devices require the airpod case to be plugged into a charger before they will connect. The case is fully charged as are the AirPods.
