Is there some way to access the right-hand side of the menu bar using the keyboard?

I tried Ctl-F3, but it only accesses the left-hand side of the menu bar.

Mac mini, macOS 10.14

Should be ctrl-F8, but it has to be enabled. Check Keyboard System Preferences, Shortcuts tab, Keyboard category.
